He argued that his climate-change legislation, a mix of carbon taxes and incentives for companies to use negative carbon emission technology, can pass through Congress. He says he’ll have most Democrats working in agreement with coastal Republicans whose constituents don’t want to see pristine wetlands dissipate. He said that on his first day in office he would re-enter into the Paris Climate Agreement.
