Harris outlines new climate plan ahead of forum

Ahead of the Democratic field’s first climate change forum on Wednesday night, Sen. Kamala Harris, D-Calif., released a comprehensive climate plan that calls for a $10 trillion private-public investment over ten years and a U.S. electrical grid that is 100 percent carbon neutral by 2030.
