The floodwaters that rolled into downtown Davenport are receding back into the Mississippi river. The intersection of Pershing Avenue and River Drive, once curb-to-curb full, is now just a layer of river mud peeling and curling in the sun. Water vacuums roar, while work crews diligently pick apart damaged flooring and stained walls inside nearby businesses.

With his back to the river taking in the damage the flood left, Washington Gov. Jay Inslee said what he is seeing angers him.
